There will be a Santa Clara County ARES / RACES drill this Saturday between 
2 & 4 PM.  The scenario is below, and you can participate from your home, 
backyard, front yard, etc. (read ~ from your private property).

There will be a number of AEC's in the EOC radio room (if authorized by 
Cherel) to serve as your control points.

Basically, near 2 PM monitor the K6GL/R (145.170 MHz -minus-94.8 Pl) for 
activation of the Resource Net.  Advise NT your status and await any 
simulated assignment.  Other frequencies that could be used are the two 
simplex frequencies - 147.405 MHz & 147.495 MHz.

Would like to suggest you report possible damage you might observe after an 
earthquake:  building(s) off foundations, broken water pipes (water from 
possible ruptured storage tanks, gushing water mains), Down wires or 
exploding transformers (on pole or underground w/fire).  Perhaps there is a 
strong natural gas odor in neighborhood.  You get the idea.

REMEMBER - ANY RADIO MESSAGES SHALL BEGIN AND END WITH "This is drill 
traffic".

SCENARIO FOR ARES/RACES DRILL ON Saturday, October 22, 2005

The event will be an earthquake, Magnitude 7.1, on the Cupertino Fault.
Extensive structural damage has been experienced throughout the South Bay,
with many people injured, some seriously - no reports of death have been
received at this time. The Resource Net has been activated, and has received
reports from several cities about seriously injured persons, and many cities
with damaged homes, businesses, and schools.

You are now at your city EOCs, attempting to gather data from your city hams
regarding injuries and damage within your city. There will be three avenues
for reporting your findings to Santa Clara County OES - first, by voice via
the Message Net, where you will give a quick summary of the status of your
city; second, by voice via the EOC-to-EOC radio net, where you will also
present your quick summary; third, by packet, using the new RIMS procedure
(all ECs in the county have received email telling them how to access the
new RIMS forms; Jim Oberhofer has offered to help any city that needs
assistance). You should plan to send a message using each of these avenues
within the first hour of the drill; you should then send a second message
using each avenue during the second hour of the drill - the scheduling of
when you send your messages is up to you. I recommend that you activate
RACES in your city for this drill, so that your hams who are in the field
are properly covered.

The following nets will be active:

Message Net - W6TI/R 147.36(+) PL 110.9
Command Net - WB6ZVW/R 442.5(+) PL 100.0
Resource Net - AA6BT/R 146.115(+) PL 100.0
EOC-to-EOC Net - City and County Radios
Packet Net -  144.91(s); 223.66(s)

Note: The resource net will be monitored, with periodic announcements
regarding the drill. However, we will not actively operate a call-up of
mutual aid communicators during this drill.

We will operate this drill as a Simulated Emergency Test, so please be sure
to follow the procedures prepared by ARRL - to obtain a copy, go to the ARRL
website, http://arrl.org  enter "Simulated Emergency Test" in the "search
site" window; click on the first listing - "ARRL Web: 2005 Simulated
Emergency Test".

To get a copy of the city EC report form, enter "Field Services Forms" in
the "search site" window; click on "1. ARRL Web: Field Services Forms" then
click on EC SET Report. I hope that you can perform all the tasks listed in
the EC Set Report. We can work on the details of this at the EC Council
meeting on Thursday.
