All, I need some insight from those more in the know about radio frequency assignments than me. Yesterday, Saturday 9/30, during the CERT exercise at the Sunnyvale Baylands we became aware that the hang gliders in Ed Levin Park were using our primary simplex (147.405 MHz) for their coordination. This brings up a question or two; #1 since this is a type of aircraft, are the allowed to use amateur radio frequencies or should they be using frequencies in the aircraft band(s)? #2 since this frequency, appears to me, to be assigned for our emergency (or any other) use, is there a avenue for communicating to them that they are not to use this frequency? During the exercise there had been a problem that required us to switch operations to a different frequency, therefore the hang gliders were not a problem, THIS TIME. My concern is that if at a future time & date SARES is using the frequency for an important operation and the gliders are either using the frequency or start trying to use after we are in the middle of our operation. KNOWLEDGEABLE answers and comments requested.
