PACKET PROTOCOL FOR October 13, 2007 DRILL

During the last quarterly ARES/RACES drill there were times when packet 
traffic backed up, significantly delaying transfer of messages from the 
cities to the Santa Clara County EOC. In order to alleviate some of this 
overload of the packet system, I am requiring the following procedure be 
used during the upcoming October drill:

First, that all cities set "no automation" as their send/receive setting in 
Outpost (see detailed instructions below). During the drill, the cities are 
to refrain from using "send/receive" to determine whether there is any 
packet traffic waiting for them on the BBS.

Second, Santa Clara County EOC will not send "message received" packet 
messages when county staff have reviewed the messages. Instead, periodically 
(approximately every 15 minutes), a message will be sent over the Message 
Net announcing the status of packet messages at the BBS.  For example, the 
county may state "Notice to all cities - as of 1445 hours, the following 
packet messages have been received by the County EOC: Mountain View message 
104 and 109; Sunnyvale message 14, 17, and 24, etc. The county will then 
announce: "there are packet messages waiting on the BBS for Palo Alto, 
Cupertino, etc".

Third, all messages should use a standard SUBJECT Line: each message subject 
should start with the originating city three-letter code (found as the three 
first three letters of the city tactical packet call sign -e.g. MTV  for 
MTVEOC). This should be followed by the city message number (e.g. MTV 109). 
This should be followed by a BRIEF descriptor of the message content (e.g. 
RIMS SitRep; Resource request; City Scan; etc). It is not sufficient to send 
a packet message with "MTV 109" as the complete subject line. Some examples: 
"CUP 104: City Shelters Opened"; "NAM 107: RIMS SitRep".

TO SET OUTPOST TO "NO AUTOMATION":
On the Outpost command line, click "tools", the click "send/receive 
 settings"; then click "no automation". This setting cancels the automatic 
checking (polling) that has been used by many cities to determine if they 
have any packet messages. The cities are not to poll the BBS during the 
drill (i.e. do NOT click "send/receive" unless you are sending a message, or 
have been told by Santa Clara County EOC that there is a message waiting for 
you on the BBS). The county will periodically announce the status of all 
packet messages on the Message net.
