SAMPLE MESSAGES TO BE SENT DURING OCTOBER 2007 DRILL

I have received several requests from city ECs and other ARES/RACES 
personnel asking for suggestions regarding the types of messages that they 
might be expected to send on the Message Net during an emergency. I have 
created a list found below for use during our drills.

Although police and fire have established ways to call for assistance using 
their radio systems, and use these systems on a day-to-day basis, there are 
many other agencies that may find themselves in situations where their 
normal communications procedures (cell phone, land-line phone, etc) do not 
work, and they will be quickly looking for a way to get their messages to 
the organizations they wish to contact.

Since there are many situations where we will be asked to send messages in 
addition to the city EOC to County EOC traffic that we normally practice, I 
am now recommending that we add messages that might occur when we are asked 
to staff locations other than the EOCs. Therefore, I am including Red Cross 
traffic, traffic from hospitals, schools, public works, water districts, and 
animal control. This is only an initial list of sample messages - I welcome 
any suggestions that you may wish to add.

SAMPLE MESSAGES:

El Camino hospital requires 100 pints of O+ blood immediately. Please relay 
to county EMS, since hospital communications not working.

Animal shelter has been severely damaged. Need 75 small cages, 50 large 
cages, and food and water for 200 dogs and cats.

Two bulldozers, four dump trucks, and operators for each are needed to clear 
debris from intersection leading to our hospital emergency room.

We have received calls from our city hams stating that the water in the 
creek below the Lexington dam has dramatically increased since the 
earthquake. Request advice from county water department.

Red Cross staff are needed to establish a shelter at the following 
locations:

All bridges over 101 have collapsed in Mountain View. Fire vehicles cannot 
get to east side of freeway to fight fires. Need equipment to clear path to 
fire.

Foothill college severely damaged during earthquake. Desperate need for 
medical help. Highway 280 bridge over El Monte Road has collapsed, limiting 
access to campus.

Several buildings at De Anza college have collapsed, trapping many students. 
Need immediate medical and rescue assistance.

A barrel of monkeys has fallen off a circus truck at the intersection of A 
and B streets. Trying to capture same, but need 20 cages immediately, along 
with supply of bananas for bait.

Local water company reports that all drinking water in city has been 
contaminated. We desperately need two truckloads of water.

Power lines are down all over town. Need generators to supply emergency 
power to local hospital emergency room.

Our city already has volunteers appearing at our EOC. When will the 
Emergency Volunteer Centers be open, and which one will be closest to our 
EOC?

We need 5 ham operators to staff our city's Point of Distribution for 
coordination of distributing of emergency supplies to our city residents.

All our city hams have been injured and are not available for service. We 
need at least 10 hams to coordinate our emergency response within our city

Mountain View Emergency Volunteer Center has been established and is 
operational.

We need 25 sandbag fillers to report to our location for assignment filling 
sandbags.
Sandbags are critically needed to block flooding of nursing home by water 
being released from water tank uphill from nursing home.

Require four school or transit buses to quickly evacuate residents of 
nursing home before water tank on hill above nursing home completely fails.

Public Works Department requires main water line along Hetch Hetchy viaduct 
be turned off so that emergency patch of supply line can be installed.

Massive fire occurring in our city. Need buses to evacuate several assisted 
living facilities as soon as possible.
