Good point.  In fact my call on my cellphone was similar (it vibrates before calling -- I could not get to it in time).  In this case, I was already "activated" having been listening to the SARES repeater as part of my normal day-to day activity.

Nope.  Not me.  I am one of the (few) folk who do not block caller-ID.  You would see my home number if I called.

I should revise my thoughts to be more along the line of giving specific times and follow-up information in any message that we leave.
My suggestion would paraphrase "there is a lost child at XXX time at YYY location.  We are in the process of being activated.  We don't know how many people are needed at this time.  Please check into the Sunnyvale ARES repeater for more information. The current time is ABC:DEF".  If you listen to this message later than this time, please check in on the repeater, but we hope that the situation would be resolved.

This is pretty much the message that I delivered during my phone-tree activity.

  So maybe using a caller ID would be nice so that people can call back. This will prevent latent messages but will allow people that miss the call to get back to you.

    leave the answering machines for later)?

    [on another topic, I found the call-out via my habit of scanning when 
    convenient.  It was traffic on the SARES repeater which caught me -- about
    5-10 minutes before my cellphone rang]
