David,
Your points are well taken! This repeater is considered a resource
for; #1 Sunnyvale, #2 Santa Clara County - as needed. The mission of
SARES is to provide communications within the city of Sunnyvale and to
the Operational Area (read Santa Clara County ARES / RACES - OES). As
for reaching out of the area during an emergency, that is the
responsibility of the Operational Area for tactical needs or Red Cross
for the health & welfare type messages (they are better equipped &
staffed for that mission).

Other considerations for your suggestions simply comes down the
$$$$$$. As you are aware, SARES is not an organization that has a
funding source. The repeater is currently being funded, for annual
expenses, by the EC & AECs making out of pocket donations of $75 - $100
dollars. This is to cover the annual rental & insurance. There will be
a little left over to put in an escrow type account to have $$$$ when
needed for repairs or upgrades. Some SARES members have also made
donations to assist with the repeater, but at this time we are not setup
to where donations are considered a tax deductible donation - we are
working on changing that.

We will keep you ideas in mind for possible future consideration.
