[SARES] Net Check-in

At our last quarterly meeting there was a discussion about; "What is
an early check-in?" and "What is a proxy check-in"?. For those not on
the SARES portion of the net this evening there was another discussion
about the same subject. After listening / participating in the
discussion here are the final results.

ACTUAL check-in ~ at the time of the SARES net is the desired method
of check-in.

EARLY check-in ~ can be hours before the net but MUST be on the
radio you would use for the net AND on the radio frequency of the net.

PROXY check-in ~ can be by other means (phone comes to mind), with
the proviso that at the time of the actual net, you could be within
hours (2 or 3 hours come to mind) of being able to assist in a mission
if SARES were to be activated.

Members are strongly ENCOURAGED TO ACTUALly check-in and only use
the Early / Proxy check-in for the exceptional event. Net control will
report ALL check-ins to the main net with no differentiation as to the
check-in method used.

If you need you can contact a member by phone to request that you
both get on the radio, which would suffice for an "Early Check-in".

This is a SARES only function and not binding on SPECS or SVECS.
