PLANS FOR APRIL 2008 QUARTERLY ARES/RACES DRILL
 
The drill will occur on Saturday, April 19, from 2-4 pm. The scenario is 
an earthquake large enough to have caused major damage to all cities in 
the county. The telephones do not work, the power is out, and the 
internet is not working. Each city should assume that many of their 
?first team? responders are not available ? they are out of town, sick, 
injured, or otherwise unable to respond. The cities still need 
assistance from ARES/RACES, so each city ARES/RACES group should figure 
out a way to staff the critical EOC positions with hams that are not 
part of the ?first team?. (NOTE: If you are not able to find alternate 
staff for the drill, you are still expected to participate! So, do your 
best to line up hams for the drill.)
 
I expect EVERY city to participate in this drill ? in your EOC if you 
have access; if you are not able to get into your city EOC, consider 
setting up a station OUTSIDE the EOC ? the same situation that you would 
have to deal with if your EOC were damaged during an earthquake, and you 
were not able to access the equipment due to the severity of the damage 
to the building. If neither of these options is possible, consider 
operating from your home radio station.
 
Packet message traffic will be a major focus of this drill. Please be 
prepared to send packet messages using Outpost. You will be expected to 
use PacFORMS to send various county forms, including Resource Request, 
City Scan, and RIMS forms. You can find instructions about how to use

Request, City Scan, and RIMS forms on the private part of the website.

A set of instructions for installing an updated version of Outpost, and 
accessing the version of Outpost that has been selected as a standard 
for Santa Clara County ARES/RACES will be sent to all of you via email 
in the next day or two. We recommend that you review these instructions 
and ensure that you are operating with the appropriate version out Outpost.
 
Summarizing, the scenario will be a major earthquake. We will be 
staffing the Message Net, the Command Net, the Packet Net, and the EOC 
net. We will be using the following frequencies:
 
Message Net: 147.36 (+) PL 110.9, W6TI/R
Command Net: 442.500 (+) PL 100, WB6ZVW
Packet Net: 144.910, 223.660, 443.530 Simplex
EOC Net: 37.08, Government Radio net
